Nvidia has now confirmed this behavior and recommends turning off the option as a quick countermeasure.
We are aware of and are actively investigating a reported performance issue related to game filters. You can disable game filters from the NVIDIA app Settings > Features > Overlay > Game Filters and Photo Mode and then restart your game.
It should therefore only be a matter of time before a new version of the app or a new driver is released that no longer has this problem.
