The “slum area” at Salzachstrasse 46 remains a problem despite the city of Vienna's compulsory administration. Although the house is under receivership, the owner apparently continues to sign rental agreements – bypassing the receiver.

Since July there has been a judicial receiver in the house in Brigittenau who is supposed to remedy the deficiencies. Hardly anything has happened so far, a local inspection by the “Report” shows. The rents are paid to him and only he is allowed to issue new rental contracts. But research shows that the homeowner doesn't seem to be sticking to it.
Rental agreement concluded with owner
A tenant says in the “Report” that he has only had a rental agreement for a few days and is now renovating the apartment himself. “I actually already had another apartment, but ten days before I was supposed to move in, it didn't work out.” So I had to take this apartment. We had no choice, we had to do it quickly.”
The ORF has his rental agreement, which was concluded with the house owner. Three months' rent deposit and the first rent were paid in cash, totaling 2,600 euros. The owner is said to have collected it – obviously bypassing the receiver.
Owner emphasizes: “Legally flawless”
The owner states to the “Report”: “The allegations are baseless and all processes are legally flawless.” Only the administration of Top 25-27 is the responsibility of a receiver.” According to tenant assistance, this is not true. Compulsory administration always applies to the entire building.
