Transparency in pensions: The long road to open pensions in Switzerland

Conclusion

Pension Tracking Systems (PTS) have proven to be an important element in various European countries to enable people to better understand their future pension payments and possibly also act more effectively in the future. I therefore believe that such a solution would be very desirable for Switzerland as well. However, as explained above, open and secure interfaces to pension funds must be created to enable digital access to pension data. This is currently not possible in Switzerland. At the moment, we are pursuing a market-based approach in Switzerland, in which state regulation and forced opening of interfaces are not yet mandatory. In the area of pension funds, however, it is questionable whether the incentives for opening are already sufficient or whether regulation may still be necessary to extend the topic of open finance to pension funds (“Open Pensions”). The SFTI Open Pension position paper therefore takes the view that a federal authority must take the lead in opening up the second pillar and enabling the introduction of a PTS in Switzerland. However, I expect that this process could take (too) long.
